一、項(xiàng)目名稱(chēng)：鹽河淮陰港區(qū)項(xiàng)目

二、項(xiàng)目?jī)?nèi)容：該項(xiàng)目位于寧連一級(jí)公路鹽河大橋東側(cè)鹽河北岸，占地600畝，碼頭岸線長(zhǎng)2000米，泊位40個(gè)。為經(jīng)濟(jì)開(kāi)發(fā)區(qū)及城市物資運(yùn)輸提供裝卸、倉(cāng)儲(chǔ)、中轉(zhuǎn)、物流服務(wù)，為綜合性港口。該項(xiàng)目建成后，到2010年港口吞吐量將達(dá)到1500萬(wàn)噸，到2020年吞吐量將達(dá)到2000萬(wàn)噸。

三、項(xiàng)目背景：江蘇淮陰開(kāi)發(fā)區(qū)2007年實(shí)現(xiàn)總產(chǎn)值78億元，銷(xiāo)售收入75億元，實(shí)現(xiàn)財(cái)政收入1.26億元，總產(chǎn)值超億元企業(yè)28家，企業(yè)用工達(dá)9560人，成為我區(qū)經(jīng)濟(jì)的主要?jiǎng)恿?。但為其提供生產(chǎn)服務(wù)的企業(yè)發(fā)展明顯滯后，須建設(shè)物資運(yùn)輸裝卸、倉(cāng)儲(chǔ)、中轉(zhuǎn)、物流服務(wù)的綜合性港區(qū)。

四、投資總額：6000萬(wàn)美元   

五、財(cái)務(wù)評(píng)價(jià)：項(xiàng)目建設(shè)期2 年，預(yù)期投資回報(bào)年限4年

六、項(xiàng)目單位簡(jiǎn)介：淮陰區(qū)交通局是區(qū)政府主管全區(qū)交通工作的職能部門(mén)，主要負(fù)責(zé)制定并監(jiān)督實(shí)施全區(qū)交通發(fā)展戰(zhàn)略、政策和法規(guī)，組織編制并實(shí)施全區(qū)公路、水路交通的運(yùn)營(yíng)、建設(shè)和管理，下轄公路、運(yùn)管、航道、港口、港務(wù)等5個(gè)事業(yè)單位和7個(gè)企業(yè)單位。

32. Port District of Yanhe River in Huaiyin District

1. Project name: Port District of Salt River in Huaiyin

2. Project content: Located in north bank of Yan river and east of Yan river bridge and occupied 600mu, this port has 40 berths and is also a comprehensive port for discharging, storage,transfering, logistics of material transportation from economic development zone, with 2 thousand meters coastline.Once finished, the port  throughput will attain 15 millon tons in 2010, and 20 million tons in 2020.

3.Project background:Achieving regional GDP RMB 7.8 billion, sales income RMB7.8 billion, financial income RMB126million in 2007, Huaiyin development zone has 28 enterprises gross output exceeding RMB100 billion and 9560 persons worked, which become a main power for huanyin development of economy. On the other hand, the service enterprises lag behind production-oriented enterprises, and constructing a comprehensive port for discharging, storage, transfering, logistics of  material transportation is compulsory.

5. Financial evaluation: The building period is 2 years and the return is 4years.

6. Description of undertaker:Huanyin Bureau of Transportation, in the charge of people’s government of Huaiyin district, is responsible for supervising and carry outing traffic development strategies, policies and rules, and also for organising and enforcing the construction and management of the highway and waterway in Huanyin district, with 5 public institutions and 7 companies affiliated for highway, pipeline, sea-route, port and service.
