About SPRING

SPRING (Spatial Planning for Regions in Growing Economies) is a two year Master´s degree programme that addresses up to date topics of spatial planning in developing countries. In lectures, participants of the SPRING Programme discuss for instance the rapid growth of megacities, searching for solutions in the conflict between environmental protection and economic development as well as dealing with strategies to improve traffic systems. The course starts with one year of study in Dortmund, Germany, followed by a second year at one of the four partner universities in Asia, Africa or Latin America. At TU Dortmund University SPRING is with now more than 25 years the oldest Master course and was the first one being conducted in English.

MISSION

Governments in Africa, Asia and Latin America have initiated new regional development strategies based on national decentralisation policies in order to reduce regional disparities. The management of the new decentralised administrative units (districts, regions or municipalities), however, is rarely commensurate with the new requirements.

Planners are increasingly challenged to overcome the boundaries between administrative sectors, and to bridge the gap between formulating a plan and implementing a programme. New qualifications are required, ranging from planning competences to management skills, i.e. to make programmes operational with respect to financial requirements and restrictions or to moderate multi-stakeholder participatory processes.

Taking into account a gap in adequate training for development planning and management in the developing world, five universities in Africa, Asia, Latin America and Europe are co-operating in the SPRING programme.

HISTORY & FACTS

Launched in 1984 and designed as a joint course, SPRING pioneered in such way of international academic co-operation. It started in the beginning of the 1980s as a common idea of some African University teachers and a small group of professors and staff members of the Faculty of Spatial Planning at the TU Dortmund University (since 2007: TU Dortmund University). Initially launched as model scheme it has since then developed to a network with five partner universities: The first was the University of Science and Technology in Kumasi/Ghana, which since 2004 also offers the first year of the Master programme. In 1987 the Asian Institute of Technology in Manila joined and was replaced by the School of Urban and Regional Planning at the University of the Philippines in Manila in 1996. Since 2003 the University College of Lands and Architectural Studies at the University of Dar Es Salaam (today Ardhi University) in Tanzania takes part in the network as second African partner. With the Universidad Austral de Chile in Valdivia, the SPRING-network also has a Latin-American member, which joined in 2006. And it does not seem unlikely that this network will be expanded in the future.

The exceptional success of the SPRING programme is shown through more than 550 Alumni from over 60 countries as well as the decoration with the award as “Top 10 International Master’s Degree Courses Made in Germany” through the German Academic Exchange Service in cooperation with the Association for the Promotion of Science and Huamnities in Germany. They are now employed in leading positions in such diverse fields as teaching and research, Regional Development and Urban Planning as well as in national ministries and in international development cooperation. The programme is financially supported by the German government, by the governments of the network partners and by international scholarships.
